How do you get a license tag for a vintage camper?

I recently bought a 1968 Smokey Panda 14ft. camper. I have a bill of sale, but no title. The NC-DMV is giving me a complete runaround about getting it registered and tagged. I have heard from others that it shouldn't be this hard, given that it's an antique and the title is long gone. Does anyone know the actual LAW regarding this? Or at least the easiest way to get it tagged?

It must have been titled previously therefore either you must contact (somehow) the title owner of record, the DVM is forbidden to provide you this information or in some circumstances the DVM will, for a fee, send a document on your behalf to the address recorded of the last title owner, if they still live there and have them fill it out giving up title to vehicle. Its not an easy process.
