Buy the car insurance first then take the title and the proof of insurance to your local Motor Vehicles Office. Proof of insurance should be an insurance card that will be given to you by the Car Insuance Company Agent. In insurance required States, you must also carry your insurance card with your registration. When you purchase your insurance, ask if your policy covers you in the U. S and Canada. Then when you cross State or Provincial lines, you will be covered for at least the minimum amounts of the State or Province you are crossing into. How to register a vehicle in NC question...?
U always need insurance but first you must go put it in your name, they wont issue you tags untill you have insurance verification, and you must smog it since you just bought it from a private owner..
